Project Brief  

This project aims to streamline the implementation of Central and State TSP funds for tribal development in Goa. It involves research and documentation of fund utilization over the past five years, along with gap analysis to identify priority investment areas. The project will support planning, monitoring, and evaluation of TSP activities to improve efficiency and impact. Additionally, it proposes the formulation of an STC Act modeled on the frameworks of Telangana and Andhra Pradesh.

Objectives 
  • To assess the utilization of Central and State TSP (Tribal Sub-Plan) funds in Goa over the past five years by analyzing allocation and expenditure across key government departments.
  • To identify gaps and priority areas for improving efficiency, targeting, and outcomes of TSP interventions.
  • To draft and propose a Scheduled Tribe Component (STC) Act for Goa, modeled on Telangana and Andhra Pradesh, along with a robust monitoring and evaluation framework for effective implementation.
Expected Outcomes  
  • Comprehensive assessment report on the utilization of Central and State TSP funds in Goa, highlighting trends, gaps, and department-wise performance.
  • Identification of priority sectors and actionable recommendations to improve efficiency, transparency, and impact of TSP interventions.
  • Draft Scheduled Tribe Component (STC) Act for Goa, aligned with best practices from Telangana and Andhra Pradesh.
  • Established monitoring and evaluation framework to strengthen planning, tracking, and accountability in TSP implementation.
